
OpenAI previewed the GPT-5.6 family on June 26: Sol (the frontier flagship), Terra (balanced and efficient) and Luna (fast and cheap). Broad availability is promised "in coming weeks," but for now access is restricted to a small group of trusted partners through Codex and the API — at the request of the U.S. government.

Read as a price ladder, the family is a deliberate spread: Sol sits at six times Luna's input price and five times its output price, with Terra planted in the middle at half of Sol. Nothing in the preview is positioned as a replacement for GPT-5.5 across the board — Terra is the like-for-like swap at lower cost, Sol is the tier you reach for when the task justifies the reasoning budget, and Luna is aimed squarely at high-volume production traffic where per-call cost dominates the decision.
Gains land in coding, science, computer use, agentic workflows and cybersecurity. Together the three tiers give developers a more granular trade between intelligence, speed and cost.
The twist is who gets in. At the administration's request, initial access is limited to roughly 20 government-approved organizations for cybersecurity review — the first major model release shipped through the June 2 executive order's 30-day vetting framework. Having watched what happened to Anthropic, OpenAI apparently decided the ban works better as a pre-order.
For developers, the practical shape of the preview matters as much as the benchmark: this is a partner rollout through Codex and the API, not a consumer launch, so there is no way to sample the models outside an approved organisation until the review window closes. Independent evaluation is gated with it — every number in circulation is OpenAI's own, and the usual third-party leaderboard runs cannot start until access widens.
General availability is promised "in coming weeks"; prediction markets are pointing at mid-July.
Sam Altman, characteristically unbothered by the gating:
"obviously the best model we have ever produced, but also one of the best blog posts we have ever produced."
This is classic OpenAI product strategy: drop a capable frontier family with clear tiering while navigating government constraints. Sol looks like the direct competitor to Anthropic's Fable/Mythos-class models, while Terra and Luna put pressure on both closed and open-weight offerings on price/performance — Luna in particular lands in the range where open-weight Chinese models have been winning on cost.
The solar-system naming theme is memorable, and already triggering crypto PTSD with the Terra/Luna pairing. The more consequential story is structural: the ecosystem is fragmenting into explicit capability tiers, and government "trusted preview" gating is becoming the default first step for a frontier release rather than an exception. A 30-day vetting window applied to every frontier launch is a meaningful tax on release cadence, and it hands an advantage to whoever is not shipping under it.
Worth watching how quickly access widens once the benchmark and safety discussions with the U.S. government conclude — and whether the mid-July market consensus survives contact with the review process.
